External laboratory tests

The contracting authority will not award the contract to a bidder that is subject to the mandatory exclusion grounds under Section 95(1) of the Public Procurement Act or whose place of residence or establishment is not in Estonia, another EU Member State, another EEA contracting state, or a country that has acceded to the WTO Government Procurement Agreement. The bidder must confirm that none of these exclusion grounds apply.

The laboratory providing the services must be a medical laboratory accredited by the Estonian Accreditation Centre. The laboratory must have an ISO 15189-compliant quality system throughout the entire contract period. The bidder must provide the medical laboratory accreditation number and confirm the existence of the quality system. For the lots in which the bidder participates, the completed test form (Annex 2) must be submitted with the discount rate percentage filled in for the relevant lots. The bidder must also confirm that the offer complies with the tender documents and provide the required declarations regarding sanctions, joint bidding and trade secrets.
