The bidder must confirm that none of the exclusion grounds under § 95(1) points 1–5 of the Estonian Public Procurement Act apply: no convictions for the listed serious offences, no illegal employment-related offences, no child labour or human trafficking offences, no tax or social security debt, and no conflict with international or Government of Estonia sanctions. The bidder must also confirm that it has reviewed all rules and instructions on the contracting authority’s website. If needed, the exact wording must be checked in the tender documents.

The bidder must be registered in the commercial register or an equivalent register in its country of establishment, if required by local law.
