Purchase of drilling instruments for blast-hole drilling rigs

The contracting authority will exclude a bidder if any of the exclusion grounds under § 95(1) points 1–5 of the Estonian Public Procurement Act apply. These include convictions for organised crime, corruption, fraud, terrorist offences, money laundering or terrorist financing; offences related to illegal employment of foreigners or violating wage rules; offences related to illegal use of child labour or human trafficking; tax, environmental or social security debts; or a situation where awarding the contract would breach an international or Government of Estonia sanction. The bidder must confirm that none of these exclusion grounds apply. The bidder must also confirm that it has reviewed the rules and instructions published on the contracting authority’s website.

The bidder must be registered in the business register or another equivalent register of its country of establishment, if required by the laws of that country. For a foreign bidder, this means it must be registered where local law requires such registration. If the bidder is not the manufacturer of the offered drilling instruments, it must provide a copy of the manufacturer’s authorisation to market the instruments in Estonia. The machine-readable notice did not include any more precise qualification requirements; these must be checked in the tender documents.
