Compliance requirements
The machine-readable notice includes exclusion grounds based on final convictions, including participation in a criminal organisation, corruption, fraud and other standard criminal conviction grounds. The bidder or its management/representation bodies may be excluded if such a conviction exists within the last five years or if the exclusion period in the judgment is still in force. The notice also mentions the possibility of self-cleaning measures and, where applicable, proof that such measures have been taken. Qualification criteria and exclusion grounds
The machine-readable notice does not include precise qualification or suitability thresholds such as turnover, references, staff, certificates or registration requirements. The bidder must also submit the required compliance confirmations: acceptance of all tender conditions, confirmation that the offered software is new and complies with the tender documents, bid validity for at least 3 months, agreement to sign and return the contract within 5 calendar days after receipt, confirmation that there is no competition-distorting conflict of interest, confirmation of support by email and phone with contact details, confirmation regarding trade secrets if applicable, and the price form according to Annex 1.1.
