Compliance requirements

The bidder must confirm that none of the exclusion grounds listed in Section 95(1) and 95(4.1) of the Public Procurement Act apply. This means, among other things, that neither the bidder nor the members of its management body have been convicted of the listed serious offences or labour-law violations, that there are no tax debts or international sanctions issues, and that no local tax debt exists. The bidder must also confirm that neither it nor its subcontractors are established in the Russian Federation or the Republic of Belarus.

Qualification criteria and exclusion grounds

Within the 36 months preceding the start of the procurement, the bidder must have carried out and handed over to the client at least two similar works. Similar work means landscaping maintenance works that include both mowing and trimming. Each work must cover at least 4 hectares. The bidder must submit a free-form list of contracts with site details, a short description of the work, the time of performance and the client’s contact details; in a public procurement, the reference number must also be stated. In addition, the bid must be submitted in the form required by the procurement documents, the bid price form must be completed, and the bidder must confirm that the bid complies with the requirements and, where necessary, that equivalence has been explained. If it is a joint bid, a power of attorney for the joint bidders must be attached. A site visit is mandatory and the bidder must confirm that it has taken place. The bidder must also submit the required form “Declaration and bidder confirmations”.
