Compliance requirements
The tender documents list the standard exclusion grounds for criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds. If any exclusion ground applies, the bidder must answer the relevant self-declaration questions and, where applicable, provide evidence of self-cleaning. The machine-readable notice did not include precise additional exclusion requirements; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The candidate must have a net turnover of at least EUR 2,000,000 in each of the last three completed financial years. The candidate must provide the turnover information in the ESPD or in a separate document, and the contracting authority may request extracts from the last three annual reports if the information cannot be verified free of charge from public databases. For bidders registered in the Estonian Commercial Register, the contracting authority will check the turnover itself if the data is publicly available there.
