Compliance requirements
The tender notice includes the standard mandatory exclusion grounds from the procurement rules, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other related grounds. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning. The machine-readable notice did not include any more specific exclusion requirements; these must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must prove a net turnover of at least EUR 1,500,000 in each of the last three completed financial years. The bidder must provide this information in the ESPD or in a separate document, and the contracting authority may request extracts from the annual reports for the last three years. Publicly available data in the Estonian Commercial Register will be checked by the contracting authority. The machine-readable notice did not include any further qualification or compliance requirements; these must be checked in the official tender documents.
