Compliance requirements
The tender documents include the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences and other mandatory grounds. The bidder must confirm the absence of these grounds and, where applicable, may provide evidence of self-cleaning. The machine-readable notice did not include the full list in a concise form; the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 2 support service contracts for Microsoft products within the 36 months before the start date of the procurement, in an organisation with more than 1,000 users. The bidder must provide contract descriptions, total value, period, client name and contact details, and, where available, electronic evidence or reference data.
The bidder’s team must include at least one licensing specialist who speaks Estonian or English and has at least 3 years of experience in Microsoft product licensing. A CV and a free-form document proving completion of licensing training must be submitted.
The bidder must confirm that it has Microsoft-issued sales rights to offer software licences under Enterprise Agreement Subscription in the Estonian region, and must submit a copy of the manufacturer-issued document proving those rights.
The bidder must confirm that it is a Microsoft Solution Partner in at least the following categories: Modern Work, Security, Business Applications, Data & AI, Digital & App Innovations and Infrastructure. A copy of the manufacturer-issued document proving this certification must be submitted.
The bidder must also confirm that the tender complies with the tender documents, that any equivalence has been explained where needed, and that the required forms and evidence have been completed and attached.
