Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation participation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory conviction-based grounds. The bidder must confirm whether any such ground applies to the company or to relevant management, supervisory or authorised representatives, and may need to provide dates, reasons, persons concerned, exclusion periods and self-cleaning information where applicable. The machine-readable notice did not include the full precise wording of all exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least two contracts similar to the subject matter within the 36 months before the start of the procurement, each worth at least EUR 60,000 excluding VAT. Similar contracts are those covering supply of network equipment, installation of network equipment, construction of low-voltage systems, or configuration of low-voltage systems; all these activities must be covered by the completed contracts. The bidder must submit a list of contracts with value, dates, contracting parties and work description, and if applicable the procurement reference number. The team must include at least a low-voltage systems designer and a site manager for installation and configuration works. The designer must have experience from at least two similar contracts in the last 36 months, where the low-voltage systems preliminary design contract value was at least EUR 5,000 excluding VAT. The site manager must have experience from at least two similar contracts in the last 36 months, where the total contract value was at least EUR 50,000 excluding VAT. The bid must include a team description, division of tasks, team member details on the contracting authority's form, technical documents for the offered equipment, including official manufacturer datasheets and certificates, and an initial work schedule with weekly precision.
