Compliance requirements

The bidder must confirm that neither the company nor its management, administrative or supervisory body members, nor any person authorised to represent, decide for or control the company, has been finally convicted within the last five years for the listed exclusion grounds. The notice includes at least participation in a criminal organisation, corruption, fraud and terrorist offences. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the law or tender documents permit it. The machine-readable notice does not provide the full list of exclusion grounds, so the official tender documents must be checked.

Qualification criteria and exclusion grounds

The person responsible for providing the service, i.e. the designer, must hold at least the professional qualification of authorised landscape architect expert or an equivalent EKR/EQF qualification at level 8 or higher (excluding the initial qualification). The bidder must provide the details of this person in the ESPD and, upon the contracting authority's request, submit documents proving the professional qualification. The team must also include a heritage conservation specialist with a valid competence certificate issued by the National Heritage Board or an equivalent certificate; that specialist must have at least 5 years of heritage conservation experience and experience as the responsible specialist for at least one heritage monument or a building subject to heritage-specific requirements within the last 5 years. As for service experience, the bidder must have, within the last 36 months, at least 2 properly and timely completed contracts for the design of publicly used parks at least at preliminary design stage, covering at least 4,600 m², including 1 contract for the design of public play, recreation and/or creative areas of the same size. The bid must also meet the compliance requirements, and the bidder must submit the required confirmations and forms, including confirmation of bid compliance, business secret information, a power of attorney in case of a joint bid, and confirmation that no subcontractor subject to replacement will be used in performance of the contract.
