The bidder must confirm the mandatory exclusion grounds, especially that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the bidder, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other listed criminal grounds. If an exclusion ground exists, the bidder may need to explain self-cleaning measures and provide supporting evidence. Qualification criteria and exclusion grounds

As compliance conditions, the bidder must confirm that the tender complies with the procurement documents, that no conditional tender is submitted, that equivalence has been explained where necessary and supporting evidence has been attached, and that the tender price has been submitted in the required structure and the price form has been completed. The bidder must also confirm that subcontractors and suppliers accounting for more than 10% of the contract value are not Russian citizens, residents or companies established in Russia, entities more than 50% owned by such persons or entities, or representatives of such persons or entities acting on their instructions. In the case of a joint tender, a power of attorney for the joint bidders must be attached. The bidder must provide a justification if any information is treated as a trade secret and must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
