Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other listed serious offences, and no other exclusion situation described in the tender documents. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning, where allowed by law or the tender documents. Qualification criteria and exclusion grounds
The bidder must submit a description of the standard preparation on the contracting authority’s form. The description must explain how the work will be carried out, which methods will be used, the schedule and action plan for the work stages, and how communication with the contracting authority and other parties will be organised. It must describe the bidder’s understanding of the client’s needs, the purpose of the work, the tasks, methodology and structure with sufficient detail. It must also show which team members contribute to which activities. The bid must comply with the tender documents and, where necessary, include explanations and evidence of equivalence. The bid price must be submitted according to the required structure, and the bidder must provide a payment schedule with at least four interim payments and a final payment of 10% of the total contract price after final acceptance of the work. If the bid is submitted jointly, a power of attorney for the joint bidders must be included.
