Qualification criteria and exclusion grounds

The bidder must submit a description of the standard preparation on the contracting authority’s form. The description must explain how the work will be carried out, which methods will be used, the schedule and action plan for the work stages, and how communication with the contracting authority and other parties will be organised. It must describe the bidder’s understanding of the client’s needs, the purpose of the work, the tasks, methodology and structure with sufficient detail. It must also show which team members contribute to which activities. The bid must comply with the tender documents and, where necessary, include explanations and evidence of equivalence. The bid price must be submitted according to the required structure, and the bidder must provide a payment schedule with at least four interim payments and a final payment of 10% of the total contract price after final acceptance of the work. If the bid is submitted jointly, a power of attorney for the joint bidders must be included. The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the official tender documents.
