Compliance requirements
The tender passport includes the standard exclusion grounds. These cover, among others, participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other mandatory exclusion grounds under the Public Procurement Act. The bidder or its management/representation persons may need to answer yes/no questions, provide conviction dates, reasons, persons convicted, exclusion periods, and self-cleaning information. If the machine-readable notice does not include the exact exclusion details, they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have a total net turnover from the three most recently completed financial years of at least EUR 25,000,000. The bidder must also have successfully and properly completed, within the 60 months preceding the start of the procurement, at least 2 construction contracts for new public-use buildings with a closed net floor area of 5,000 m². The bidder must provide the contract list and the required details in the ESPD/tender passport, including contract dates, closed net floor area, and the other contracting party’s details. For the financial turnover, the bidder must enter the turnover data for the last three completed financial years and, if requested, provide extracts from the annual reports. For the technical and professional capacity, the bidder must provide evidence of the completed works and the required contract details. If the notice does not contain a precise requirement, it must be checked in the tender documents.
