Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other listed grounds. If an exclusion ground applies, the bidder may have to show self-cleaning measures where allowed. Qualification criteria and exclusion grounds
The bidder must demonstrate financial and technical capacity. The total net turnover for the last three completed financial years must be at least EUR 25,000,000. The bidder must also have properly and duly completed at least 2 construction contracts for new-build public-use buildings within the last 60 months, with each building having a closed net floor area of at least 5,000 m². A list of the contracts must be submitted, including the contract and completion dates, the closed net floor area of the building, and the client’s contact details.
