Summary

Compliance requirements

The notice includes mandatory exclusion grounds such as participation in a criminal organisation, corruption, fraud, terrorist offences and related crimes, with self-cleaning allowed where applicable. The bidder must confirm these grounds in the tender documents and provide the requested dates, reasons, persons concerned, exclusion periods and evidence if relevant.

Qualification criteria and exclusion grounds

The bidder must have prior experience in the production and/or sale of CBRN protective equipment. At least 1 previous contract or order related to the subject matter of the contract is required, completed within the 36 months before the start of the procurement and worth at least EUR 20,000 to at least one EU Member State or candidate country. The bidder must provide a description, total amount, currency, the bidder’s area of responsibility, amount, currency, period, and, where relevant, the customer and contact details. Under the compliance requirements, the bidder must also provide the contact person’s and contract signatory’s details and the basis for signing. If the bid is submitted jointly, a joint bidder power of attorney must be attached. The bid must comply with all requirements set out in the tender documents, and where necessary equivalence must be explained and evidence attached.
