Compliance requirements
The tenderer must not have tax arrears, bankruptcy or liquidation issues, suspended business activities, or be in a similar insolvency situation under the law of its country of residence. The tenderer must also not be subject to international sanctions. If the bidder is registered outside Estonia, it must provide a certificate of no tax debts from the relevant authority. The bidder must also prove its country of seat with a commercial register extract, certificate, or other relevant document.
Qualification criteria and exclusion grounds
The bidder’s turnover for the last three financial years must be at least EUR 5,000,000 per year; if the bidder has operated for less than three years, turnover in the operating years must also be at least EUR 5,000,000 per year. The bidder must submit Form No. 1 “Turnover” and, if requested, annual reports or extracts thereof. In a joint tender, the criterion is met if at least one joint bidder meets the turnover requirement.
The bidder must have at least 1 previous reference project for plastic waste pre-treatment production line, covering pre-shredding, sorting and fine crushing, with a value of at least EUR 2 million in the last 5 years. The bidder must also have at least 1 previous reference project for plastic waste pyrolysis, i.e. thermal treatment production line, with a value of at least EUR 3 million in the last 5 years. For both references, project details must be provided to prove that the line was actually delivered and what its value was.
The bidder must have an implemented quality management system meeting at least the requirements of EVS-EN ISO 9001 or an equivalent system, and an environmental management system meeting at least the requirements of EVS-EN ISO 14001 or an equivalent system. Relevant evidence or a system description must be submitted.
The tender must include a technical specification of the proposed solution, a power of attorney or other proof of representation rights in the case of a joint tender, a schedule for delivery, test run and training, and, where applicable, a list of subcontractors on Form No. 3. The tender must also state the required number of production workers in full-time equivalents and explain spare-part availability speed if it is under 10 days. The tender must also clearly state the production yield percentage; under the technical requirements, the minimum oil yield must be at least 65%.
