Compliance requirements

The bidder must confirm that neither it nor persons with management or representation powers have been convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the contract notice. Where applicable, the bidder must provide the date of conviction, the reason, the convicted person, the duration of exclusion and the measures taken to restore reliability. If the information is electronically available, a reference must be provided. The contracting authority may require evidence of self-cleaning. The bidder must also confirm that it does not use subcontractors or suppliers linked to the Russian Federation in the manner described in the regulation for more than 10% of the contract value.

Qualification criteria and exclusion grounds

The bidder's net turnover for each of the last two completed financial years must be at least EUR 1,000,000 per year. The bidder must provide turnover figures for 2025 and 2024, or for the last two completed financial years if the financial year does not coincide with the calendar year. To prove technical capability, the applicant must have completed at least one contract for the installation and configuration of a lighting-point-based control system within the last 60 months, covering a system with at least 10,000 lighting points and user support. The bidder must provide the contract performance period, details of the other contracting party, a short description of the contract and, where relevant, the reference number. If the bidder relies on another undertaking's resources, it must also provide the required details for that entity and proof that the resources are available and will be used for contract performance. The tender must comply with the procurement documents, including the price form in Annex 2, and all lines must be completed without changes or conditions.
