Compliance requirements
The bidder and its representatives are checked against the usual exclusion grounds, especially final convictions for participation in a criminal organisation, corruption, fraud, money laundering, terrorism, human trafficking, tax arrears and other offences listed in law. If such a ground exists, the bidder may in some cases submit evidence of self-cleaning measures to restore reliability.
Where necessary, the bidder must provide details of persons authorised to represent it but not visible to the contracting authority from the business register. If the bidder has no such persons, this must be confirmed.
The machine-readable notice did not set out all exclusion grounds in full; the exact exclusion grounds and any confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a service delivery description covering at least the hackathon programme structure, methodology and learning methods, a target- and stakeholder-engagement and communication plan, and a risk analysis. The risk analysis must cover at least implementation risks, including team or participant drop-out, their likelihood and consequences, and mitigation measures.
The bidder must submit a team description and role allocation. The service team must include at least two members: a project manager and an engagement process expert. The bidder may include additional experts, but their competence is not assessed. The team description must show the names, roles and responsibilities of all planned team members and the justification for any additional members.
The project manager must have, within the 60 months preceding the start of the procurement, experience of at least one similar assignment in the role of project manager or an equivalent role. A similar assignment means managing hackathons, incubation programmes or development programmes. A CV for the project manager must be submitted on the contracting authority’s form.
The engagement process expert must have, within the 60 months preceding the start of the procurement, experience of conducting at least three different training sessions on engagement topics, acting as the engagement expert. The total duration of these trainings must be at least 120 academic hours. A CV for the engagement process expert must be submitted on the contracting authority’s form.
The bid must also include confirmation that it complies with the conditions set out in the procurement documents, and, in the case of a joint bid, a power of attorney for the joint bidders. The bid price must be submitted in the prescribed structure. If the machine-readable notice does not contain a precise requirement, it must be checked in the tender documents.
