The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, and related offences. Qualification criteria and exclusion grounds
The bidder must be entered in the commercial register of its country of establishment, or in another relevant register that gives the right to operate in the field covered by the contract. If the bidder is not registered as required, it is deemed not to meet the selection criteria.
The bidder’s net turnover for the last financial year ended by the start of the procurement procedure must be at least EUR 275,000. Joint bidders may combine their turnover figures. To perform the contract, the bidder must involve a project manager who holds a road engineer professional qualification at least level 6 (excluding the initial qualification) or an equivalent qualification.
