Compliance requirements

The bidder must confirm that neither the bidder nor its management, representative or supervisory body members have been finally convicted within the last 5 years of participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The bidder must also confirm the sanctions-related conditions: it may not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian citizens, residents or entities established in the Russian Federation, or persons or entities controlled by them or acting on their instructions. The offered goods themselves must not be subject to sanctions and must not originate from sanctioned areas. The contracting authority may reject a tender if a breach of these conditions would make the contract void.

Qualification criteria and exclusion grounds

The bidder must have prior experience in manufacturing and selling similar garments. Within the 36 calendar months before the publication of the tender, at least 3 properly performed contracts or transactions for the manufacture and sale of similar items must have been completed, and each contract or transaction must have covered at least 1,000 similar garments in a single delivery. The contracting authority considers uniform trousers or work trousers to be similar items. A sample of the offered field uniform rescue trousers in size 52, height III, must be submitted before the deadline for tenders to the contracting authority’s address at Raua 2, Tallinn. The offered trousers must comply with the technical specification and its annexes. For the materials, the bidder must submit technical specifications for the main material P and the sewing thread, together with the manufacturer’s data and test results for the material. The tests must have been carried out in an accredited test laboratory independent of the material manufacturer. If the trousers are manufactured using the main material P and sewing thread named in the technical specification, separate test results from an accredited laboratory do not need to be submitted. All documents must be dated, signed, no older than 5 years, and in Estonian or English. The bid must remain valid for 3 calendar months from the deadline for submitting tenders. In the case of a joint tender, a power of attorney for the joint bidders must be included. The bidder must confirm that the tender complies with all tender document requirements and, where applicable, state the warranty period in calendar months. The tender documents also require at least a 12-month warranty starting from the signing of the handover certificate.
