Compliance requirements
The machine-readable notice includes mandatory exclusion grounds for criminal organisation, corruption and fraud. The bidder or its management, supervisory or representative persons must not have a final conviction for these offences within the last five years, unless the exclusion period has already expired. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The exact list of exclusion grounds and any proof requirements should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the ESPD and confirm compliance with the tender documents. For the team, CVs must be provided and the team must consist of persons with the competences named in the document 'Requirements for the team'; if one person covers several roles, a separate CV must be submitted for each role. If the bid is submitted as a joint bid, a joint power of attorney must be attached. If a power of attorney is the basis for signing the contract, it must also be attached. The bidder must also provide the names and personal identification codes of authorised persons, or confirm that there are no such persons. In addition, the bidder must confirm that the bid complies with the procurement documents and, where necessary, attach evidence of equivalence.
