Compliance requirements
The tender documents include standard exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder must confirm these matters and, where applicable, provide details of convictions, dates, reasons, the person concerned, the exclusion period and any self-cleaning measures. The machine-readable notice did not include the full list in a complete form; the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove technical and professional capability. At least two similar construction contracts completed within the last 60 months are required: at least one contract must have involved the construction or reconstruction of at least 1 km of water pipeline, and at least one contract must have involved the construction or reconstruction of one drinking water treatment plant with a capacity from 10 m3/day. If the reference relies on the experience of a joint bidder or subcontractor, the bidder’s own role and share of the work must also be shown. The ESPD must include a list of the relevant works contracts with their performance periods, contracting parties and, where applicable, the procurement reference numbers. The bid must be submitted with completed Form 2 and Form_1_1_Töömahuloend, and the bidder must confirm that the bid complies with the tender documents and, where necessary, that equivalence has been demonstrated. If this is a joint bid, a power of attorney from the joint bidders must be attached. A bid security of EUR 500.00 must be provided either as a guarantee letter or as a deposit.
