Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, at least for the lots for which it submits a bid. The ESPD also requires registration details and, where necessary, evidence of registration. In addition, the bid must include the declaration and, where applicable, powers of attorney, and in the case of a joint bid, a joint-bidders power of attorney. The technical specification/price offer must be submitted on the form in Annex 1 of the tender documents. Sample products must be delivered to the Pärnu Hospital catering department terminal within 3 working days upon the contracting authority’s request. For Lot 1, the bidder must also confirm the EU Council sanctions restriction: it must not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian citizens, residents, or entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives/agents acting on their instructions.
