Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, and other legally listed grounds. If an exclusion ground exists, the bidder may need to explain self-cleaning measures where allowed. The machine-readable notice did not include the full list in a concise form, so the official tender documents must be checked for the exact grounds and any recovery/self-cleaning rules.

Qualification criteria and exclusion grounds

The bidder must have completed at least five contracts or orders for baby swimming lessons, massage, gymnastics or physiotherapy services during the 36 months before the start of the procurement. For each contract or order, the bidder must provide at least the value, performance dates, client details and, in the case of a public procurement, the procurement reference number. This requirement applies only to lots 1–5: baby swimming, baby swimming with one parent, baby massage, baby gymnastics and baby physiotherapy. The tender must comply with the conditions set out in the procurement documents. If an equivalent solution is offered, its equivalence must be demonstrated and the necessary evidence must be attached. In the case of a joint tender, an authorised representative must be appointed and information must be provided on which part each joint bidder will perform and the nature of that part. The tender price must be submitted in the required structure, and tenders with a zero or negative price are not allowed. The rooms used for service delivery must be warm, clean and regularly cleaned, comply with health protection and hygiene requirements, allow handwashing, child changing and care, ensure suitable temperature and ventilation, and allow parking for a baby stroller. The exact room requirements should be checked in the tender documents if needed. The machine-readable notice did not include precise qualification, suitability or compliance requirements beyond this; the official tender documents must be checked for any additional details.
