Treatment of waste received at the Tapa municipality waste stations
Summary
The tender concerns the treatment of waste received at the Tapa municipality waste stations. The contract is divided into lots, and a bid may be submitted for up to two lots. For lot 1, the bidder must take into account that a waste permit or environmental protection permit is required, together with a recycling certificate for biodegradable waste and details of the waste treatment site. The compliance conditions also include sanctions-related confirmations, joint bid and trade secret requirements, and confirmation that the bid complies with the tender documents.
Tender requirements are available in the official tender documents.
Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation or corruption, unless the exclusion period has already expired. If an exclusion ground exists, the bidder may have to provide evidence of self-cleaning, if allowed by the tender documents or applicable law.
For lot 1, the bidder must have the relevant waste permit or environmental protection permit for providing the service and must state the permit number and validity period. The bidder must ensure recycling of biodegradable waste: it must have a waste recycling certificate, or the application for the certificate must already have been initiated, and the certificate must be issued by the time of bid evaluation. In addition, for each waste station and lot, the bidder must provide the name and address of the waste treatment site, the environmental permit number, and confirmation that it has the right to use that site for the full contract period. The machine-readable notice did not include any more precise qualification or suitability requirements; these must be checked in the tender documents.
