Compliance requirements
The bidder must confirm the standard exclusion grounds in the ESPD, including criminal organisation participation and corruption. The notice also refers to the possibility of self-cleaning measures and, where applicable, proof of restored reliability. The machine-readable notice did not include the full list of exclusion grounds; the exact grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must meet the qualification requirements in the tender passport. Financially, the bidder’s total annual turnover for each of the last three financial years before the start of the procurement must have been at least EUR 120,000. Technically and professionally, the bidder must have completed at least one similar design contract within the 36 months before the notice was published. A similar contract means a contract where the bidder acted as main contractor, the design covered a building or building complex of at least 600 m² net internal area, and the work reached at least preliminary design stage, including building permit or client acceptance, and covered at least architecture, structural design, building services (heating, ventilation, cooling, heat supply, water supply and sewerage), electrical systems (power, weak-current and automation), fire safety and energy performance. The project team must include a project manager with at least level 7 professional qualification as a chartered civil engineer or chartered architect, and an architect with at least level 7 professional qualification as a chartered architect. If the professional qualification was issued outside Estonia, copies of the relevant qualification documents must be provided, and during contract performance the bidder may also have to provide an Estonian authority’s document confirming equivalence. The project manager and architect must be different persons. Joint bidders must appoint an authorised representative and provide a power of attorney; they must also state the share and nature of the contract part performed by each joint bidder. The bidder must submit the required CV forms for the project manager and architect. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the official tender documents.
