Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other serious offences listed in the tender passport. If an exclusion ground exists, the bidder may have to show that it has taken self-cleaning measures, where this is allowed by the procurement rules or the tender documents. The notice also includes restrictions related to Russian and Belarusian bidders and to subcontractors or suppliers linked to the Russian Federation.
Qualification criteria and exclusion grounds
The bidder’s average net turnover for the last three completed financial years must be at least EUR 1,750,000 per year. The turnover must be declared in the tender passport, and the successful bidder must provide evidence on request if the information is not publicly and freely available. To perform the contract, the bidder must assemble a team in line with the conditions set out in the document 'Requirements for the bidder’s team' and submit a completed CV form for each team member. The bid must comply with the tender documents, conditional bids are not allowed, trial work parts 1 and 2 must be submitted in the required form, and any equivalence must be explained with supporting evidence. If the bid is a joint bid, a power of attorney from the joint bidders must be attached. If successful, the bidder must also provide the contract signatory’s details and the contact person’s details for contract performance.
