Compliance requirements

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its country of establishment if registration is required under that country’s law. For an Estonian bidder, this means registration in the commercial register. Financial requirement: the average net turnover for the last completed financial years up to the start of the last three procurement procedures must be at least EUR 130,000 per year for the period 01/01/2023–31/12/2025. Joint bidders may aggregate the figures.
