Compliance requirements
The bidder must confirm that neither it nor its management body members have been convicted within the last five years for participation in a criminal organisation, corruption, fraud and other exclusion grounds mentioned in the notice. Where applicable, information must be provided on the date of conviction, the reason, the person convicted, the duration of exclusion and any self-cleaning measures. The bidder must also confirm the ability to prove payment of taxes and social security contributions and that subcontractors or suppliers linked to the Russian Federation will not be used for more than 10% of the contract value. If an exclusion ground applies, remediation evidence may be submitted where allowed by the procurement documents.
Qualification criteria and exclusion grounds
By the time the contract is performed, the bidder must have all activity licences required by law. Staff participating in the framework agreement must have valid health certificates and hygiene training certificates. The whole team must be trained and professional, wear a proper uniform and know service standards, including communication, politeness, wine service and table setting according to the event. Food must be prepared using fresh, safe and high-quality ingredients for consumers, preferably organic products. The bid must comply with the procurement documents and, where necessary, equivalent evidence must be attached. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The machine-readable notice did not include precise qualification or compliance requirements; these must be checked in the procurement documents.
