Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory grounds listed in the ESPD/tender documents. If an exclusion ground applies, the bidder may need to explain any self-cleaning measures. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must submit the tender in the structure required by the tender documents and confirm that the bid complies with all tender document conditions. The service provider must have IATA accreditation or equivalent accreditation by the time the framework agreement is signed. The bidder must provide free Estonian-language customer support 24/7, including on public holidays, and access to booking systems. For accommodation, environmentally friendly hotels should be offered where possible at the contracting authority’s request. For the main mode of transport, the bidder must be able to provide trip mileage and CO2 equivalent data. If the bid is submitted jointly, a power of attorney for the joint bidders must be attached. If the bidder has authorised persons not visible in the business register, their details must be provided. Any trade secrets must be marked and justified in the bid. The exact exclusion grounds, forms and evidence must be checked in the tender documents.
