Compliance requirements
The bidder must not be excluded on any of the grounds listed in Section 95(1) of the Estonian Public Procurement Act. If the bid is submitted together with a foreign company, the bidder must provide documents confirming the absence of exclusion grounds for that foreign company and for its management, supervisory and representative persons. If the contracting authority cannot verify the information from public registers, additional documents must be submitted on request.

The bidder’s total net turnover for the last three completed financial years before the start of the procurement must be at least EUR 600,000 excluding VAT, with at least EUR 200,000 in each year. If the bidder is not registered in Estonia or the contracting authority cannot verify the data from public sources, it may request extracts from annual reports or other evidence. Joint bidders may rely on each other’s figures.
For technical capability, the bidder must have properly performed at least two contracts for the design, construction and commissioning of the secondary and primary parts of a 110 kV/330 kV substation within the 60 months preceding the publication date of the contract notice. Each contract must have had a value of at least EUR 120,000 excluding VAT, and at least EUR 120,000 must have been paid to the bidder under those contracts. The contracts may have started earlier than 60 months ago, but the required work must have been carried out properly within that period. If requested, the bidder must provide the client’s confirmation or other evidence.
The bid must also include the required price tables, substation primary diagrams, technical description, completed equipment questionnaires, RTU factory certificate, financing schedule, team CV, and, where applicable, the relevant powers of attorney and confirmations for representation or joint bidding. For a foreign company, the contracting authority may request a commercial register extract or other documents proving the right of representation.
