Compliance requirements
The machine-readable notice includes exclusion grounds for criminal organisation participation, corruption, fraud and other standard mandatory exclusion grounds. The bidder or its managers/representatives must confirm whether any final conviction applies within the last five years, and if an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed. The exact list should be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a service description with the methodology and the time and action plan. The description must cover the analysis objective, methodology, schedule and risk analysis. The team must have at least two members, and the roles must cover a project manager, a business analyst, a systems analyst or architect, and a lawyer. One person may perform up to two roles if their CV shows the required experience and sufficient time is available for the work. The project manager must have at least one comparable study or analysis management assignment completed during the 60 months before the start of the procurement; comparable work includes IT and/or data-related studies and analyses. The bidder must submit a team description and the project manager’s signed CV on the contracting authority’s form. For the bid, the bidder must confirm that it complies with the procurement documents; conditional bids are not allowed. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also provide the names and personal identification codes of authorised persons, or confirm that no such persons exist. In addition, the bidder must confirm that environmentally friendly solutions will be preferred when performing the work.
