Compliance requirements
The tender documents include the standard mandatory exclusion grounds. A bidder may be excluded if the bidder, or a person in management, control or representation, has a final conviction for offences such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other legally listed grounds. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the law or tender documents permit it. The exact list and conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one similar contract in the last 36 months for creating a wayfinding system, signage or another visual information carrier system, including design and production. The contract value must be at least EUR 10,000 excluding VAT. The bidder must provide the contract period, value, performance time, the client’s name and registry code, and the client representative’s name, telephone number and email address. If the contract was awarded through a public procurement procedure, the procurement reference number must also be provided in the ESPD. Under the compliance conditions, the bidder must confirm that the tender complies with the tender documents, that conditional tenders are not allowed, that a joint tender includes the joint bidders’ power of attorney where applicable, and that consent from another company must be provided if the bidder relies on that company’s resources. The bidder must also confirm that the tender price is submitted in the required structure and that equivalence has been explained and supporting evidence attached where necessary.
