Compliance requirements

The tender documents include mandatory exclusion grounds based on criminal convictions, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering and related offences, as well as other standard exclusion grounds. The bidder or its managers/representatives must confirm the absence of these grounds and, where applicable, provide self-cleaning information and evidence. Qualification criteria and exclusion grounds

The bidder must show a minimum annual turnover of at least EUR 500,000 in each of the last three financial years. For joint bidders, the combined turnover is taken into account. For an Estonian bidder, the contracting authority checks turnover from public registers; a foreign bidder must provide annual accounts or other equivalent financial documents from its country of establishment. The bidder must have properly performed at least one contract in the last 36 months under which at least 500 m³ of contaminated soil was removed. For this experience, the bidder must provide the contract description, value, period, client details and other required evidence. The bidder must involve a project manager with work experience in managing remediation-related works. The project manager must have experience from at least one similar remediation contract, and similar work means managing remediation works in the role of project manager in a volume of at least 500 m³. If the person does not work for the bidder, a signed consent to participate and a CV must be provided. The tender must comply with the structure and conditions set out in the tender documents. The bidder must complete the work quantities and confirm that the tender complies with the tender documents and, where equivalence is used, that it has been explained and supporting evidence has been attached. The bidder must also agree to provide a performance guarantee: 10% of the contract value excluding VAT, to be submitted no later than 21 days after the contract enters into force and valid from the start of the works until acceptance of the works.
