Compliance requirements

The successful bidder will be checked for the exclusion grounds under Section 95(1) of the Public Procurement Act. The contracting authority requires the successful bidder to submit, before signing the contract, all relevant documents that confirm the declarations made, if those documents or the corresponding data are not freely available to the contracting authority from a data register. The bidder must also confirm that there is no direct or indirect involvement in preparing this procurement, including by team members, and that there is no conflict of interest. If any exclusion ground exists, the bidder must be ready to provide explanations of self-cleaning measures on request. The notice also includes a national restriction based on the bidder’s place of establishment or residence, if such a restriction is set in the procurement documents.

Qualification criteria and exclusion grounds

The bidder must submit a service description with sufficient detail and depth for the contracting authority to assess compliance with the procurement documents. The technical solution must cover the purpose of the analysis, the methodology and how it will be carried out, the schedule and action plan, risk mitigation, and the team composition and division of roles. The team must include at least a project manager and an expert. The project manager must, within the last 60 months, have participated in at least one social-sector analysis or research project and in at least one cost-benefit analysis project; a signed CV must be submitted. The expert must, within the last 60 months, have participated in at least two research or analysis projects as a cost-benefit analyst and in at least 5 interviews; a signed CV must be submitted. The bid price must be submitted according to the structure set out in the worksheet “Award criteria and evaluated indicators”. In the case of a joint bid, a power of attorney for the joint bidders must be attached. The bidder must confirm that the bid complies with the procurement documents, explain equivalence where necessary, and attach evidence of equivalence. The bidder must also indicate any trade secrets and justify that designation, or confirm that the bid contains no trade secrets.
