Compliance requirements

The bidder must confirm the mandatory exclusion grounds, especially that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the bidder, have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, or other listed exclusion grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. Qualification criteria and exclusion grounds

The bidder must submit a service description covering at least the survey methodology, the target groups and sample design with justification, the risks related to the study and mitigation measures, and the indicative timetable and work plan. A minimum three-person team must be formed for the study: a project manager, a survey manager and a sociologist. The project manager must prove experience in managing at least two similar projects during the last 60 months; a similar project means a satisfaction, opinion or market survey with a sample of at least 300 respondents. The survey manager must prove experience in conducting at least two similar survey assignments during the last 60 months under the same conditions. The sociologist must prove experience in preparing questionnaires and methodological materials in at least two similar projects or assignments during the last 60 months under the same conditions. For each team member, a signed CV must be submitted with enough information for the contracting authority to verify compliance. If the bid is a joint bid, a power of attorney for the joint bidders must be submitted. If the bidder relies on the capacities of other entities or uses subcontractors, this must be clearly indicated.
