Compliance requirements

The bidder must confirm that none of the mandatory exclusion grounds apply. These include convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing; offences related to illegal employment of foreigners or paying less than the statutory wage; offences related to illegal use of child labour or human trafficking; tax, environmental charge or social security debts; and any situation where signing the contract would breach an international sanction or a Government of Estonia sanction.

Qualification criteria and exclusion grounds

The bidder must submit at least 1 reference contract from the last 36 months for implementing IFS Cloud standard processes: Maintenance, Procurement and Inventory management. In addition, there must be at least 1 reference contract for implementing IFS Cloud specific processes: mining operations management (oil shale, crushed stone, waste rock, etc.), quality, production warehouse accounting, production loading and sales, surveyor work management, or blasting work management. The contracts may still be ongoing, but at least 6 months must have passed since signing and the contract must have been performed during that period. The bidder must provide the contract dates, the other contracting party, a description of the contract content, and, if it is a public procurement, the reference number. If the bidder relies on another company’s resources to prove technical and professional capability, both parties must sign a confirmation that the other company has the necessary resources, agrees to their use, the bidder will use them in contract performance, and both parties are jointly liable for the part of the contract covered by that reliance. The bidder must also submit the reference contracts form.
