Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply. These include convictions of the bidder’s management or controlling persons for organised crime, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; convictions related to illegal employment of foreign nationals or underpayment below the legal wage; convictions related to illegal use of child labour or human trafficking; tax, environmental charge or social security arrears; and any situation where the contract would breach an international sanction or a sanction of the Government of Estonia. Qualification criteria and exclusion grounds
The bidder must show at least 1 reference contract from the last 36 months for implementation of IFS Cloud standard processes: maintenance, procurement or inventory management, and at least 1 reference contract for implementation of IFS Cloud specific processes: mining operations management, quality, production inventory accounting, production loading and sales, surveyor work management or blasting work management. If a contract is still ongoing, at least 6 months must have passed since signature and the contract must have been performed during that period. The bidder must provide the contract dates, details of the other contracting party, a description of the contract content and, in the case of a public contract, the reference number. If the bidder relies on the resources of another undertaking, a jointly signed confirmation from both parties is required stating that the resources are available, their use is permitted, they will be used for contract performance, and both parties will be jointly liable for the relevant part of performance. The bidder must also submit an application to participate in the procurement procedure, team members’ CVs, and a certificate or other proof confirming that the bidder is an official IFS Corp partner and is authorised to provide IFS services in Estonia. The CVs must be completed so that the contracting authority can award points under the award criteria.
