Compliance requirements

The notice lists the usual mandatory and optional exclusion grounds: criminal convictions of the bidder or its management, illegal employment of foreigners, child labour or trafficking, tax or social security debts, sanctions issues, breaches of environmental, social or labour law, bankruptcy or liquidation, serious professional misconduct, local tax debt, anti-competitive conduct, conflicts of interest, prior serious contract breaches, false information, attempts to influence the contracting authority, tax offences, and lack of the right to submit a tender. The bidder must also confirm that there are no exclusion grounds.

Qualification criteria and exclusion grounds

The bidder must confirm that it has not seriously breached administrative contracts concluded with it and that there are no circumstances that could lead to its permanent insolvency or cessation of business. In the case of a joint bid, a power of attorney for the joint bidders must be submitted. The tender must comply with the tender documents and, where equivalence is relied on, supporting evidence must be provided. For the webinar series, the bidder must submit the training programme on the RD Annex 3 form, a description of the organisation of the series, and the name and description of the online environment, including how live participants and recording viewers are identified. For the trainers, the bidder must provide copies of education certificates and CVs on the RD Annex 4 form; for the trainee, a CV on the RD Annex 5 form; and for the project manager, a CV on the RD Annex 6 form.
