Compliance requirements
The tender documents list the standard mandatory exclusion grounds. A bidder must not be convicted, within the last five years, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other forms of trafficking in human beings, or other grounds specified in the procurement documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full list in one place, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have performed at least one and up to three contracts completed within the 36 months preceding the start of the procurement, with a total value of at least EUR 2,000,000 excluding VAT. Each submitted contract must concern travel agency services for a business client with at least 200 employees, and each contract must have been in force continuously for at least 12 months. Before signing the framework agreement, the successful bidder must prove that it holds a valid IATA or equivalent accreditation for the entire performance period. When submitting the tender, the bidder must confirm that the tender complies with the procurement documents, that no conditional tender has been submitted, that a power of attorney has been attached in the case of a joint tender, and that equivalence has been explained and supporting evidence attached where relevant. The bidder must also confirm that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or entities established in the Russian Federation, nor persons linked to them. The contracting authority will also verify that the bidder provides a monthly credit limit of up to EUR 250,000 including VAT for travel purchases, as well as 24/7 customer support and travel consultants in accordance with the tender documents.
