Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, and other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full list, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s total annual turnover for each of the last three financial years ended by the start of the procurement must be at least EUR 300,000. If the bidder relies on the resources of other entities, a tender passport must also be submitted for those entities. Before contract award, the bidder must have in the register of economic activities the activity area ‘Construction’ with the exact classification ‘general construction work’ and the activity area ‘Heritage protection’ with the exact classification ‘conservation and restoration of a building located on a monument or world heritage site’, or an equivalent registration or licence under the law of the country of establishment. If the bidder is not established in Estonia, a certificate from the competent authority of the country of establishment confirming the registration or licence must be submitted before contract award. The bid must comply with all conditions set out in the tender documents, and conditional bids are not allowed. In the case of a joint bid, a power of attorney for the joint bidders must be submitted. Where equivalence is relied on, the relevant evidence must be provided. The machine-readable notice did not include all precise requirements, so the tender documents must be checked for any additional conditions.
