The bidder must confirm that none of those exclusion grounds apply. If any exclusion ground exists, the bidder must be ready to provide a reasoned explanation of self-cleaning measures on request. The notice also covers direct or indirect involvement in preparing the procurement, conflict of interest, insolvency or liquidation, and a national restriction based on the bidder’s place of establishment or residence if such a restriction is set in the tender documents.

Qualification criteria and exclusion grounds

The bidder must hold a licence to provide continuing education or have submitted the relevant economic activity notice in the Estonian Education Information System (EHIS). The contracting authority will verify this in EHIS. The trainer must meet the following requirements: - a master’s degree in social sciences in the field of social services or psychology; - at least 2 years of practical crisis counselling experience in client work in the fields of education, social services, health care or law enforcement within the last 5 years; - experience of developing and delivering at least 3 equivalent trainings within the last 5 years. An equivalent training is one that covers the theory of the solution-focused approach and its application in client work, including communication with involuntary clients, managing difficult communication situations and using solution-focused working methods in practice. Only trainings of at least 4 academic hours that comply with the Adult Education Act are counted. The bidder must describe the team in a way that shows how the development and delivery of the training will be ensured. The required documents are the trainer’s CV, proof of the trainer’s education and the completed training programme form. If the bid is a joint bid, a joint-bidders’ power of attorney must be included. The bid must comply with the tender documents, and where necessary equivalence must be explained and supporting evidence of equivalence must be attached. If the machine-readable notice does not provide precise requirements beyond the tender documents, they must be checked in the official tender documents and tender documents are the source of truth for the exact details. The notice does not provide any additional precise qualification or compliance requirements beyond those summarised above.
