Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption and fraud. For these grounds, the notice asks whether the bidder or a member of its administrative, management or supervisory body, a procurator or another person with authority to represent it has been finally convicted within the last 5 years, and whether the exclusion period is still in force.
If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. Some information may be electronically available, but the exact exclusion grounds must be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder must have total net turnover of at least EUR 200,000 in each of the 2023 and 2024 financial years. To qualify, the bidder must enter the turnover data for those years in the ESPD.
The bidder must have prior experience in providing international transport services for artworks and museum objects. At least 5 contracts from the last 36 months must be listed; at least one contract must have a value of at least EUR 20,000, and at least one contract must concern the international transport of museum objects. The list must show a short description of the service, start and end dates, contract value, and the client’s name with contact details.
The bidder must also have at least 4 similar services performed during the last 60 months, with a museum or memory institution as the client. Among them, there must be at least one contract or order worth at least EUR 20,000. For these references too, the bidder must provide the service description, dates, value, client name and contact person.
The bid must comply with the tender documents, and conditional bids are not permitted. If the bid refers to a standard, technical specification, trademark or other requirement where equivalence is relevant, the bidder must provide explanations and evidence of equivalence where needed.
