Compliance requirements
The bidder must confirm that there are no exclusion grounds under Section 95(1) of the Public Procurement Act. The bidder must also confirm that there is no direct or indirect involvement in preparing this procurement procedure, including by team members, that there is no conflict of interest, and that the bidder is not subject to insolvency or liquidation proceedings. If any exclusion ground exists, the bidder must be ready to provide explanations and, where applicable, evidence of remedial measures.
Qualification criteria and exclusion grounds
The bidder must form a team of at least three members to carry out the study, and the team must personally participate in performing the contract. The team must include: a project manager with higher education and prior experience in managing a social science applied research project using both quantitative and qualitative methods; an analyst with higher education and prior experience as an analyst in a social science applied research project; at least one person with English language skills at level C1 or higher; a person with prior experience in preparing a study on foreign practices in the social field; and a person with experience in matters related to family-based alternative care services. The bidder must submit a short description of the team and signed CVs of the project manager, the analyst and the relevant team member. The bidder must also provide its understanding of the analysis objective and research tasks, and describe in detail the methodology and action plan, including the timetable, roles, risks and mitigation measures. The bid must comply with the conditions set out in the tender documents, and where necessary equivalence explanations and supporting evidence must be included.
