Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground applies, the bidder may need to explain self-cleaning measures and provide supporting evidence. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have carried out at least 1 service contract for preparing a comprehensive plan and conducting a strategic environmental assessment, or a substantially comparable planning service, within the 36 months before the start of the procurement. The bidder must provide details of the completed work, including the name of the plan, the date and number of the legal act adopting it, and the name of the issuing authority.
The bidder must have a planner who meets the requirements set out in § 4(5) and (6) and § 6(10) of the Planning Act. The bidder must provide the planner’s name, education and professional certificate number in the ESPD.
The bidder must also have a strategic environmental assessment lead expert who meets the requirements of § 34(4) of the Environmental Impact Assessment and Environmental Management System Act. The bidder must provide that person’s name, education and professional certificate number as well.
The tender must comply with the tender documents, and conditional tenders are not allowed. In the case of a joint tender, an authorised representative must be named and a power of attorney from the joint bidders must be submitted. The tender price must be entered in the required structure.
