Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and the other standard exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may need to explain self-cleaning measures and provide supporting evidence. Qualification criteria and exclusion grounds
The bidder must show a net turnover of at least EUR 300,000 in each of the last three financial years that had ended by the start date of the public procurement. If the contracting authority cannot verify this information from public registers, it may request an extract from the annual accounts or another document proving the turnover.
For technical capacity, the bidder must have provided construction project expert review services as the main contractor during the 36 months before the start of the procurement procedure for at least two buildings with a closed net floor area of more than 3,000 m2 and intended use code 11300 or 12600, at least at preliminary design stage. The expert reviews must have covered at least structures, heating, ventilation, water and sewerage, fire safety, building automation and high-voltage electrical systems. For each such contract, the bidder must provide a description, contract value, dates, details of the other contracting party and, where relevant, the reference number.
The bidder must also confirm that it will involve specialists with the qualifications required in the mini-competition invitation, or equivalent specialists, in performance of the contract and submit their names and signed confirmations of participation. The bidder must also have a quality management system and, where required, be able to provide independent certificates showing compliance with quality standards.
