Compliance requirements
The bidder must confirm that none of the exclusion grounds under RHS § 95(1)(1)–(5) apply. A foreign bidder must also provide the required criminal record notice or an equivalent document from its country of establishment, and a certificate from the competent authority for the circumstances referred to in RHS § 95(1)(4). The machine-readable notice also mentions a possible national restriction based on the bidder’s place of establishment; this must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must meet the lot-specific selection criteria. The total annual turnover for each of the last three completed financial years before the start of the procurement must be at least EUR 400,000; a foreign bidder must provide a certificate from the competent authority in its country of establishment or an extract showing turnover for the last three years. If the latest financial year data are not yet publicly available, an extract from the document showing compliance must be provided. As a reference, the bidder must have completed or be performing at least 1 contract of equivalent content within the last 36 months, relating to the sale of workshop equipment and inventory. For the reference, the bidder must provide the contract value, the date of conclusion, and information about the other contracting parties, including the client representative’s contact details and, in public procurement cases, the reference numbers. The offer must comply with the tender documents, and where necessary equivalence must be explained and supporting evidence attached.
