Compliance requirements
The bidder must confirm that no exclusion grounds under Section 95(1), Section 95(4) point 8, or Section 95(4) prim of the Public Procurement Act apply. The contracting authority may also exclude a bidder if a national restriction on who may submit a tender or request applies based on the bidder’s place of establishment or residence. The machine-readable notice did not include any more detailed exclusion requirements; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove prior experience: during the 36 months before the start of the procurement, it must have completed at least one contract for sewer line cleaning and/or high-pressure washing services with a value of at least EUR 10,000. The contract does not have to be finished, but it must have been performed at least to the required extent. The bidder must provide the contract value, performance period and contracting partner. If the bidder relies on the resources of another company, it must submit that company’s signed consent, and that company must have no exclusion grounds and must meet the qualification conditions for which the bidder relies on its resources. To confirm compliance, the bidder must submit a short description of the service, a description of the high-pressure washing tanker truck on form TK Annex 1, and complete Annex 2 – Tender Price Form. Conditional tenders are not allowed.
