Compliance requirements

The machine-readable notice includes the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion situations under the procurement rules. If an exclusion ground applies, the bidder may have to explain any self-cleaning measures and, where requested, provide supporting evidence. The exact list and any additional grounds must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s average annual net turnover for the last three financial years ending before the start of the procurement must be at least EUR 180,000 for the period 01/01/2023–31/12/2025. The bidder must confirm this in the ESPD, and the contracting authority may request an extract from the last three annual accounts or other proof. Within the last 60 months, the bidder must have completed at least 1 contract for the design of a bridge, viaduct, tunnel or ecoduct located on a railway or public road, where the design covered the construction or reconstruction of a single-span bridge, viaduct, tunnel or ecoduct. The bidder must provide the contract description, dates of conclusion and performance, contract value and details of the other contracting party. If the information is not publicly available in open registers, the contracting authority may request additional explanations or documents. The person responsible for managing the design work, i.e. the project manager, must hold at least the qualification of a certified road engineer or an equivalent EQF level 7 professional qualification (excluding initial qualification) in the field of design management. The bidder must provide the person’s details and, if requested, documents proving the professional qualification. The tender must comply with the tender documents, be submitted in the required structure, and Appendix 2, the price form, must be completed in full without blank fields, changes, conditions, zero or negative prices. In the case of a joint tender, a power of attorney for the joint bidders must be attached. Where relevant, documents proving equivalence must also be included.
