Compliance requirements

The machine-readable notice included exclusion grounds based on Estonian public procurement law. The bidder must confirm that none of the listed exclusion grounds apply, including no direct or indirect involvement in preparing this procurement, no conflict of interest, no serious or repeated prior contract breaches or early terminations, and no restriction on participation based on the bidder’s place of establishment. Qualification criteria and exclusion grounds

The bidder must be registered in the Estonian Education Information System (EHIS) as a continuing education provider, and at the time of submitting the tender it must show at least the curriculum group ‘Interdisciplinary field of education: educational sciences’. The bidder must also provide the activity notice number. The team must include a trainer and a guidance material author, both with higher education. The trainer must have, within the last 5 years, at least 3 continuing training courses compliant with the Adult Education Act, each of at least 8 academic hours and related to the subject of the procurement, and at least 3 e-courses created in Articulate Rise 360 and Digiriigi Akadeemia. The trainer must also have adult trainer competence proven by a professional certificate, training experience, or a level-study certificate in andragogy, and must have an Articulate Rise 360 user account for use during the training process. The guidance material author must have, within the last 5 years, at least 3 e-courses created in Articulate Rise 360 and Digiriigi Akadeemia and at least 3 guidance materials intended for independent use. The tender must include a list of team members, CVs, documents proving higher education, a document describing the adult trainer’s competence or a professional certificate, references to previously created e-courses, a description of the guidance materials, a draft version of the training programme, a draft structure of the guidance material, and the address and name of the training venue. The training venue must be located at a distance of no more than about a 10-minute walk from an official public transport stop.
