Compliance requirements

The tender documents include mandatory exclusion grounds. The bidder must confirm that neither the company nor its management, administrative or supervisory body members, nor any person authorised to represent, decide for, or control the company, has been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud and other listed grounds. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning, where allowed by the procurement rules or the tender documents. The exact list of exclusion grounds and any recovery/self-cleaning conditions must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must demonstrate financial and technical capacity and bid compliance. For financial capacity, the net turnover for each of the last 2 financial years ended by the start of the procurement must be at least EUR 100,000. The contracting authority may verify this through the business register or request extracts from annual accounts. For technical capacity, the bidder must have prior experience in selling firefighting gloves: within the 3 years before the publication of the procurement, at least 3 contracts must have been properly performed, and each contract must have covered the sale of at least 200 pairs of firefighting gloves. As compliance requirements, the bidder must confirm that the bid complies with the tender documents and remains valid for 3 calendar months from the bid submission deadline. In the case of a joint bid, a power of attorney must be submitted; if the bid is not joint, a handwritten confirmation to that effect is required. The bidder must provide at least a 12-month manufacturer’s warranty, 1 sample pair of firefighting gloves in size 10, and the technical compliance table in Form I. A product sheet in Estonian or English must also be submitted, and compliance with the standards must be proven by a copy of a certificate issued by an independent accredited laboratory or institution together with the test results. If the certificate or test results are in another language, an Estonian or English translation must be attached to the documents.
