Compliance requirements
The machine-readable notice includes standard exclusion grounds such as participation in a criminal organisation, corruption, fraud and other mandatory grounds from the procurement passport. The bidder may be able to show self-cleaning measures where the rules allow it. The exact exclusion grounds and any recovery/self-cleaning conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s total turnover for the last 3 completed financial years must be at least EUR 60,000. For an Estonian bidder, the contracting authority checks turnover from public data, but if the data are not publicly available, annual accounts or other relevant evidence must be provided.
Within the 36 months before the start of the procurement, the bidder must have properly performed at least 2 contracts or orders for main design expertise review and re-review of a building, where the enclosed net floor area of the building was at least 5,000 m². A list of the contracts must be provided, including the contract and performance dates, the enclosed net floor area and the client details.
At least three responsible specialists must be involved in performing the service: a chartered civil engineer at level 7 or higher or equivalent, a chartered water supply and sewerage engineer at level 7 or higher or equivalent, and a chartered heating, ventilation and cooling engineer at level 7 or higher or equivalent. If subcontractors are used to prove qualification, their details and procurement passports must also be submitted.
The bid must follow the required structure in the procurement documents, and the bidder must confirm that the bid complies with all conditions and that, where necessary, equivalence has been explained and supporting evidence has been attached. In the case of a joint bid, a power of attorney for the joint bidders must be submitted. The bid price must be provided in the required form structure as well.
